Davis Index: Market Intelligence for the Global Metals and Recycled Materials Markets

China’s Ministry of Commerce will extend its anti-dumping duties on imports of alloy steel seamless pipes from the United States and European Union for the next five years starting May 10.

In May 2014, the ministry had imposed anti-dumping duties on imports of high temperature, high-pressure alloy steel and seamless steel tubes from US and EU, citing dumping of these products in the Chinese market at less than fair value. Subsequently, in May 2019, the ministry launched a review to extend these duties in response to applications by domestic steelmakers. In June 2019, the ministry raised these anti-dumping tax rates amid the ongoing investigation. On US companies like Wyman-Gordon Forgings the rates levied were in the range of 101-147.8pc. Duties levied on European firms like Vallourec Deutschland GmbH and Vallourec Tubes France were hit with duties in the range of 57.9-60.8pc. These duties will now remain in place.

High temperature, high-pressure alloy steel and seamless steel tubes are used in supercritical and ultra-supercritical boilers and steaming water pipes at power stations.
