The European Commission is imposing a provisional antidumping duty (AD) on hot-rolled coil (HRC) or flat products of iron, non-alloy, or other alloy steel from Turkey. The AD duty will be levied on CIF terms to the EU price, ranging from 4.8-7.6pc.

 

In March 2020, the Commission received a complaint from Eurofer regarding imports of hot-rolled flat products on imports of the subject matter from Turkey. Eurofer represents 25pc of the EU’s producers of the same material. An investigation regarding market injury claims and allegations of raw materials distortions followed. Eurofer stated that coal and iron ore make up 17pc of production costs.

 

Proceedings began in May. In mid-November, the Commission subjected all hot-rolled flat products originating from Turkey to registration. Comments on the pre-disclosure are expected to the Commission by December 22, 2020. The provisional measures announcement in the official registry will be made by January 14, 2021 with comments on those measures due by January 28, 2021.

 

Products not covered under the investigation include stainless steel, tool steel, high-speed steel, and steel products not in coils.
