Malaysia’s Ministry of International Trade and Industry (MITI) has published new rules to import scrap, according to a note from the Bureau of International Recycling (BIR).

 

Under the new rules, BIR noted, MITI will require exporters to procure a Certification of Approval (CoA) and subject their goods to an inspection before and after they ship them to the country. 

 

MITI’s new guidelines iterate that SIRIM—Malaysia’s testing, inspection, and certification agency—or any accredited Foreign Inspection Body (FIB) will carry out these inspections before unloading the ship and issuing a CoA, which will also require a bank guarantee. Moreover, importers will need to apply to SIRIM for the CoA and post-shipment inspections on the ship at Malaysia’s entry port. SIRIM will also charge a fee for inspection and the issuance of the CoA.

 

The guidelines include criteria for scheduled wastes and other impurities under metal scrap quality. The Ministry has also prohibited specific grades of scrap metal imports into Malaysia.
