Pakistan has imposed provisional anti-dumping duty (AD) ranging from 6-17pc on Cold-Rolled Coils (CRCs) and sheets imported from Taiwan, the European Union, South Korea and Vietnam for a period of four months.
Pakistan’s National Tariff Commission (NTC) issued a preliminary determination notification on Aug 23, which imposed 6.18pc anti-dumping duty on CR coils/sheets from Taiwan and 6.5pc for imports from the European Union, 13.24pc for South Korea and 17.25pc for Vietnamese exporters.
Domestic producers Aisha Steel, Karachi and International Steel Limited had requested for the AD investigation.
The products involved are imported under HSN code 7209.1510, 7209.1590, 7209.1610, 7209.1690, 7209.1710, 7209.1790, 7209.1810, 7209.1891, 7209.1899, 7209.2510, 7209.2590, 7209.2610, 7209.2690, 7209.2710, 7209.2790, 7209.2810 and 7209.2890.
PTC’s investigation determined that a significant increase in the volume of dumped imports from these countries caused a decrease in the market share, capacity utilization and profits of domestic mills, thereby damaging the domestic industry.
The period of investigation for dumping is from Oct 1, 2019 to Sep 30, 2020, while that for injury is from Oct 1, 2017 to Sep 30, 2020.
PTC has exempted definitive AD on imports of these products when used as inputs for manufacturing products solely for exports.
