Davis Index: Market Intelligence for the Global Metals and Recycled Materials Markets

The US Department of Commerce (Commerce) announced it will not levy antidumping (AD) duties against three Russian firms because they did not ship certain steel products into the US. The three companies—Novolipetsk Steel (NLMK), Severstal PAO, and Severstal Export GmbH—were found to have made no shipments during the period under review by Commerce.

 

The companies were being reviewed along with other Russian companies for the shipment of hot-rolled, flat-rolled carbon-quality steel products or hot-rolled steel, between December 1, 2017 and November 30, 2018. Upon releasing its preliminary results on October 7, 2019, interested parties were invited to submit comments. However, none were forthcoming. As a result, Commerce announced that its original findings with regards to the three companies stand and the implicated parties will not be subject to AD duties.

 

As a result of Commerce’s determination it will communicate appropriate instructions to US Customs and Border Protection on how to proceed based on the final results of the review.
