Davis Index: Market Intelligence for the Global Metals and Recycled Materials Markets

The US Department of Commerce has imposed final countervailing duties (CVD) on producers and exporters of utility-scale wind towers (wind towers) from Malaysia.

In its final review published on June 2, 2021, Commerce stated that based on review and analysis of the record and the comments received, changes were made to CVD calculations for CS Wind. Rates for companies not individually examined is equal to the weighted average of the estimated subsidy rates established for companies individually examined, excluding any rates that are zero.

Commerce has therefore levied a final CVD of 6.42pc on CS Wind Malaysia Sdn Bhd and All Others.

The department has instructed U.S. Customs and Border Protection (CBP) to suspend liquidation of merchandise entered or withdrawn for consumption on or after March 25, 2021. These instructions will remain in effect until further notice. CBP is also being ordered to collect cash deposits of CVD at the rate detailed above.
