The US Department of Commerce (Commerce) has charged an anti-dumping margin of 9.9pc on circular welded carbon steel standard pipe and tube products shipped by Borusan Mannesmann Boru Sanayi ve Ticaret A.S. and Borusan Istikbal Ticaret T.A.S.
Commerce’s order against Borusan explained the Turkish exporter sold its welded pipe and tube products below normal value between May 1, 2017 and April 30, 2018.
However, it also determined that Toscelik Profil ve Sac Endustrisi A.S., Tosyali Dis Ticaret A.S., and Toscelik Metal Ticaret A.S., three other Turkish companies under review during the same period, did not sell welded pipe and tube from Turkey at less than normal value during that period.
The standard pipe and tube products covered under the review, are produced to various ASTM specifications, most notably A120, A-53 or A-135.
Commerce published the preliminary results of its review of these companies in July 2019, covering 16 welded pipe and tube product producers and exporters, including the two mandatory respondents—Borusan and Toscelik.
On Borusan’s request, Commerce held a hearing in October 2019 and extended the deadline for the results by 60 days in November 2019.
