The US Department of Commerce has begun a countervailing duty (CVD) review of seamless carbon and alloy steel standard, line, and pressure pipe from South Korea and Russia.
Commerce received an application on July 8 to initiate a probe for the material, from a representative of domestic steel pipe producer Vallourec Star. The period of investigation under review will be January 1, 2019, to December 31, 2019.
The products under scrutiny meet the following American Society for Testing and Materials (ASTM) standards: ASTM A-53, ASTM A-106, ASTM A-333, ASTM A-334, ASTM A-589, ASTM A-795, ASTM A-1024. The scope also includes 26 HS codes prescribed in the release made by Commerce.
Upon completion, the International Trade Commission must determine whether imports of the subject merchandise from Russia and/or South Korea materially injure, or threaten material injury to, a US industry.
