The US Department of Commerce has imposed preliminary countervailing duties (CVD) for circular welded carbon steel pipes and tubes from Turkey for the period of review (POR) January 1, 2019, to December 31, 2019.

In a notification, released last week, Commerce stated that based on additional information from the US Customs and Border Protection (CBP)and their responses to further inquiries, they intend to rescind the administrative review for Toscelik Companies, the Yucel Companies, Borusan Companies, Tubeco, and Cinar Boru after these companies successfully proved no shipments of the material during the POR.

The department, however, will levy a CVD of 0.83pc on Borusan and Erbosan, and their subsidiaries.

Following the publishing of final results, Commerce intends to instruct CBP to collect cash deposits of estimated CVD for each of the companies listed above, unless the rate calculated in the final results is zero. CBP will continue to collect the previously stated amount for CVD for firms not reviewed.
