Vietnam’s Ministry of Industry and Trade (MoIT) has initiated an anti-dumping (AD) investigation into some types of welding material products imported into the country originating from China, Thailand, and Malaysia, the ministry informed in a statement on March 25, 2021.
The products involved in the investigation fall under HS codes 7217.10.10, 7217.30.19, 7217.90.10, 7229.20.00, 7229.90.20, 7229.90.99, 8311.10.10, 8311.10.90, 8311.30.91, 8311.30.99 and 8311.90.00.
The ministry is expected to apply anti-dumping measures if it finds that the imported said products are harming the domestic manufacturers.
After starting the investigation, the ministry will send questionnaires to related parties to collect information to analyze and evaluate the allegations of dumping.
It will evaluate whether there is a micro-dumping of the said products from Chinese, Thai, and Malaysian companies.
Apart from that, the ministry will also observe if the dumping of products is causing damage to the Vietnamese manufacturing industry.
In case of necessity, based on the preliminary investigation results, the ministry may apply temporary anti-dumping measures to prevent dumping if it causing significant damage to the domestic industry.
The ministry may apply anti-dumping duties with a retroactive effect on taxable goods within 90 days prior to the application of provisional anti-dumping duties.
