Davis Index: Market Intelligence for the Global Metals and Recycled Materials Markets

The Aluminum Association’s Foil Trade Working Group has filed a petition with the US Department of Commerce and US International Trade Commission (USITC), alleging unfair aluminum foil trading in the US by five exporting countries. 

 

The association alleged foil imports from Armenia, Brazil, Oman, Russia and Turkey are being sold at less than fair value in the US, causing material injury to the domestic market. It also stated that imports from Oman and Turkey are being subsidized by their respective governments. 

 

The domestic industry initiated the investigation because of an apparent surge in low-priced aluminum foil imports into the US over the past year—similar to what Chinese producers did, which resulted in antidumping (AD) and countervailing duties (CVD) by the USITC in 2018
