The US Department of Commerce has issued the final countervailing duties (CVD) on circular welded carbon steel pipes and tubes from Turkey after determining during an investigation that some of the exporters received a de minimis net subsidy on these products.
The investigation, conducted for steel pipes and tubes shipped from Turkey into the US between January 1, 2018, and December 31, 2018, revealed that the Boursan group of Companies, consisting of four Turkish exporters received a de minimis subsidy while other exporters of the product received subsidies that were above the minimum rate.
As a result, in its final determination published last week, Commerce levied a de minimis subsidy of 0.37pc on the Boursan group and a net subsidy rate of 1.18pc on 19 other Turkish exporters of circular welded steel pipe and tube.
